The two branch counts are never added. A trade disclosed to the House Clerk under the STOCK Act and an asset reported to the Office of Government Ethics on Form 278 are separate filing regimes, and one number over both is a number nobody filed.

A 278e reports each asset as a BRACKET and its top bracket is open ("Over $50,000,000"), so the only end that may be added up is the FLOOR. Every executive dollar on this board is a sum of filed floors and is a LOWER BOUND on what the officials reported holding — never an estimate of it.

The congressional net is buys MINUS sells at each disclosed range's MIDPOINT — an estimate, not a filed figure. The House lets a filer report a spouse or dependent-child asset as "Over $1,000,000" without narrowing it; a bracket with no top has no midpoint, so those rows are excluded from the estimate and counted beside it (open_top_excluded), as is an exchange, which is neither a buy nor a sell.

"Holding" counts the officials whose LATEST 278e asset schedule carries the name — one filing each, the newest holdings report we hold for that person. It is a snapshot as filed, not a position today: a 278e is an annual form and OGE posts it a median 30 days after it is filed.

The cohort's direction on this board is its CONTINUITY net — the filers that reported the name in both quarters. A filer's administrative entry or exit is not a trade: an entity succession, a CIK migration or an in-kind transfer all read as a quarter's largest sale. The union net is on every row beside it (net_value), and it carries genuine first-quarter opens and full liquidations that the continuity net leaves out. Measured on the 2026-Q1 panel, the widest gap on this board is AZN: a union net of $13.9bn against a continuity net of $638.2m.

Every column here is something somebody FILED — a disclosure record beside a 13F record. Nothing on this board has been shown to predict a return, and two records pointing the same way is agreement between two filings, not a finding about the company.

Two records naming one company is co-occurrence in two public censuses — no coordination or causation implied.

What each column measures

Executive branch. Officials whose latest OGE Form 278e asset schedule carries the name, the sum of those lines' filed bracket FLOORS (a lower bound — the form's top bracket is open), and how many of those officials disclosed a 278-T trade in the window.

Congress. Members who disclosed a STOCK Act trade in the window, how many of them their own filings leave net-long, and buys minus sells at each disclosed range's midpoint — an estimate, with the open-top brackets excluded and counted.

13F cohort. What the ranked, index-screened 13F manager panel did with the name in the latest materialized quarter: net dollars among the filers that reported it in BOTH quarters, and how many more of them added than trimmed.

What the price requires. The stage-1 growth the current price implies under our reverse DCF, and the base-rate verdict on it. Ours, not a filing — and the one part of this board a plan unlocks.

The two windows differ because the two records do: a member files a periodic transaction report within 45 days of a trade, while a 278e asset schedule is filed once a year. Both windows are printed above the table, read from the data rather than written into this sentence. Sources →
